The issue of ethnic minority arts was initially dealt with by the Council's Ethnic Arts Working Group. During meetings held in December 1985 and January 1986, it was decided to give the issue much greater priority within the Council's remit and improve their Equal Opportunities Policy. A new Ethic Minority Arts Unit was established within the Planning and Development Department of the Services Division
In February 1986 a two-year Ethnic Minority Arts Action Plan was launched along with a Monitoring Committee to report upon its progress. The Monitoring report entitled Towards Cultural Diversity reviewed the plan and put forward recommendations for further action.
The Ethnic Minority Arts Unit lasted until 1988/89, when it was replaced with the Arts Access Unit and then the Cultural Diversity Unit.
This Unit's files include records relating to various arts groups and other organisations, administration papers concerning issues such as finance and training and there are also policy files and minutes and agendas from meetings. The series also consists of the papers of the Ethnic Arts Working Group and the Monitoring Committee of the Action Plan. There are papers documenting clients' responses to the Action Plan, the organisation of carnivals and liaison with theMinority Arts Advisory Service (MAAS).
