The article was about how roof tiles come loose from the gable end of buildings, why often expensive solutions don't work and how the problem should be fixed.
A playful approach was needed to explain and liven up quite a dry subject. In the illustration a home owner looks on as his tiles blow away from his roof. Atop his roof he has a weathervane in the shape of a roofer drilling down tiles. This roofer references the remedy for the problem and the cause, as in the U.K it is usually East /West winds that are to blame.
