Stephen is a freelance curator, consultant and cultural practitioner who specialises in supporting agencies, charities and institutions to embed co-creation, diversify decision-making and prioritise the needs and aspirations of underserved communities when designing and delivering arts, cultural and heritage projects.
He has worked on a variety projects with a wide range of clients, such as Historic Environment Scotland, the Transatlantic Slavery and Legacies in Museums Forum and exhibition designers Mather & Co. Some of his current projects involve acting as a critical evaluative friend for Rising Arts Agency and supporting the Whitechapel Centre, a homeless and housing charity in Liverpool, in developing a heritage project and exhibition.
He served on the National Lottery Heritage Fund North committee from 2016 to 2025, and he is presently a member of the steering group for the Association of Independent Museums' Safe Access programme, as well as a trustee for the Ahmed Iqbal Ullah RACE Centre and Educational Trust.
Justine Sambrook is project curator of the Adobe Creative Residency display at the V&A. She studied photography and museum studies and was previously curator of photographs at the Royal Institute of British Architects (RIBA). She has curated numerous exhibitions including Tropical Modernism: Architecture and Power (2024), Forms of Industry: Photographs by Alastair Philip Wiper and Eric de Maré (2020), A Home for All: Six Experiments in Social Housing (2019) and Ordinary Beauty: The Photography of Edwin Smith (2014). She has co-authored books including The Modernist House, Building the New Millennium: Architecture at the start of the 21st century and contributed to the Phaidon Atlas of 20th Century World Architecture.
